One's compliment head scratcher

I have several “Programmer” calculators. This TI LCD Programmer puts one’s compliment as a main key. In 1982, why is two’s compliment a shifted key? To me, it seems like they should be swapped around.

I also have the older LED version of this calculator (which actually works better) and it has the same key layout.
